Does ICAROS/AROS have option to change theme without programming? I would like to have it as here (second picture):  https://www.amigaretro.com/index.php/cat,4.html?PHPSESSID=6o1p8dmm3unvtrhevs76op58qs
It looks really nice to me.

Changing Themes does not need programming, on AROS there is a Theme Editor, I in my Distribution for exemplary prefer to create them manually, see THIS thread

The theme you showed in the second image, is a VisualPrefs Theme (Amiga OS3), so as mentioned above you will need the Theme Editor, and images related to the theme, or do everything manually by editing an old Theme
