That is the title of the youtube video basically an i3 class computer board for $99 you add ram/ Hard Drive/case.  https://youtu.be/OP4Tp2cpAjc  I think it would make a nice little aros computer

That is nice, though rather too advanced for AROS   We're missing a few things like USB3 and SATA

On eBay this mini pc can also be purchased at 70 euros can mount an i3, i5 and i7

You have to check if you can use the ide emulation of the SATA controller, I took one for my brother and it's really small

Yes, under Aros not all stuff is supported, but under Ax all would be. The problem with buying old pc their still old PCs which means they're likely to die. Old business PC runs 8 hours a day for years. I know HP has a non-standard power supply that connects to their non-standard motherboard, which makes repairing them expensive. I am willing to believe Dell to do the same. Spent over 10 years supporting PCs in a large hospital system before health issues(kidney).

For personal experience all my used computers purchased on eBay are still in operation and years have passed :)
