Title: BUG: Trying to quit Workbench leads to crash

Trying to quit the workbench (AMIGA+Q or Menu Workbench->Quit), gives expected message "Cannot quit yet, there are 4 WB launched program(s)" but the system freezes. Also no reset (C-A-A) is possible.

It helps to isolate the problem by also stating which platform you are using such as Icaros Desktop 32bit or 64bit, Native / Hosted, AROS 68k, etc. Then maybe we can reproduce the problem and identify it and maybe fix it quickly.
